Here are some fare rules ex-Switzerland for WBC and coach. Note that the rules (especially for coach fares) vary among markets; the relevant ones can sometimes be found under 'special offers/market fares' on various KLM national websites.
Z is restricted business, the restrictions being a fee for stopovers and changes.

You can typically get a Z fare in any market 50 days out but sometimes they show up much closer in as well. Last summer about this time they were running a promo on both KL and AF with a week's notice or so.

Correct, and I managed to snag two Z fares from HAM to the US in October and November last year with about the same notice - 7 days. Was pretty impressed since, as alanw rightly points out, many airlines have a 50-day advance purchase rule.

Looking at my most recent flights (where we required some flexibility), Z class for short haul means no change on the outbound flight with a £50 charge to change the return. These were all flights inside Europe so T&Cs may be different for long haul.

That's weird. I travel on European Z fares quite frequently and I can always change or cancel them without penalty.

My last European flights (NUE->AMS->MAN) were Z on the return and I needed to change the return a couple of times. My travel agent confirmed a £50 fee.
Edited to add: I believe the outbound flights were restricted economy though with both outbound and return being the cheapest tickets my employer could obtain for this route.

So that means that the fare rules differ from country to country.

Perhaps. However, I know that my employer will instruct the travel agent to get the cheapest ticket possible (should have gone LH based on price but the task at hand required a little flexibility). Going out, the tickets were most definitely economy, changeable for a fee. Going back, I was in KLMs idea of a short haul business class product (am I seeing signs of improvement here)? We needed to change both the outbound and the return flights and had to pay the fee for each change.
Perhaps the fee is because the itinerary is mixed economy/business?

No....there are actually different rules within Z- depending on which Z fare you book (by the way, there is no way to find out short of calling the reservation office- and they are frequently confused too!). This is very frustrating and, you are right, confusing. If an agent refuses to change your ticket, call back, call back, call back- just make sure they don't get mad and put a note on your file (I had an agent do this once- had to involve the manager for all of Italy to UNLOCK the file!). Such a friendly call centre at AMS.....
